Visa option to assist employers in hiring global talent
Canada’s Global Talent Stream (GTS) Work Permit is designed to help innovative companies quickly bring in highly skilled talent to fill critical labour shortages. Part of the Temporary Foreign Worker Program (TFWP), the GTS facilitates expedited processing and provides access to the global talent necessary for businesses to innovate and compete on a global scale.
Eligibility requirements
To be eligible to hire a foreign worker through the Global Talent Stream, companies must be either Category A or Category B designated employers.
- Category A: Employers referred by a designated referral partner.
- Category B: Employers seeking to fill positions on the Global Talent Occupations List.
Positions must require unique and specialized talent or fall under the in-demand occupations listed by Employment and Social Development Canada (ESDC).
Employers must also:
- Submit a Labour Market Benefits Plan (LMBP) detailing commitments to create lasting benefits for the Canadian labour market through job creation, skills and training investments, etc.
- Demonstrate recruitment efforts for Canadian citizens and permanent residents.
- Ensure the offered wage is consistent with the prevailing wage rate for the occupation.
How much it costs
There are various government fees associated with hiring workers under the Global Talent Stream, including:
- Employer Compliance Fee: CAD 1,000
- Work Permit Processing Fee: CAD 155
- Biometrics Fee: CAD 85 (if required)
How to apply
The application process consists of the following steps:
- Submit Labour Market Benefits Plan: Employers must submit the LMBP to ESDC for review.
- Receive LMIA: Once the LMBP is approved, employers receive a positive Labour Market Impact Assessment (LMIA).
- Gather Documentation: Collect necessary documents, including the job offer, proof of specialized skills, and the positive LMIA.
- Online Application: Complete the work permit application online through the Immigration, Refugees and Citizenship Canada (IRCC) portal.
- Submit Biometrics: Provide biometric data at a designated Visa Application Centre, if required.
Processing times
Under the Global Talent Stream, employers can benefit from the expedited processing time of two weeks for the GTS work permit application.
Permitted activities
On a Global Talent Stream work permit, the individual can:
- Perform duties in the specified high-skilled position that requires specialized expertise.
- Participate in training programs and professional development activities.
- Travel within Canada for work-related purposes, including attending meetings and conferences.
Important considerations
Employers interested in this scheme should note the following:
- Duration of Work Permit: Typically issued for the duration of the employment contract, up to a maximum of three years, with the possibility of extension.
- Compliance with Regulations: Employers must adhere to all conditions outlined in the LMBP and maintain compliance with Canadian labour laws.
- Family Inclusion: Eligible family members can accompany the worker and may also receive permits to work or study in Canada.
